The new rules, which are coming into force on 1 May 2018, will require companies to ask permission before storing some user data. The Information Commissioner's Office (ICO), which is tasked with investigating and enforcing data protection laws, has published a new statement explaining these changes. It will apply the principles of the General Data Protection Regulation to 'any non-EU data-processing operation' from the start of 2018. For example, it means that Google, Facebook, Amazon and the likes will be responsible for managing data for people in the EU, even if those people are visiting their websites from outside of the bloc. The problem is, such companies don't necessarily want to be required to offer such data protection in those countries. For example, Amazon wants to create a 'global company' that takes the perspective of people visiting from all over the world. But it doesn't want to give the same level of data protection to those people visiting the US as it would to people in the EU. Google, Facebook, and others will have to either give information to people who are visiting from outside the EU, or sell personal data to companies who do so. ICO's statement points out that the new law applies globally, but it also points out that the law is unlikely to be extended to international transfers of personal data within the EU. "Under the GDPR, consent is the default, with exceptions for special cases where the GDPR requires otherwise," the statement said.
